Short answer: no. PayPal does not operate in Pakistan, you cannot open a Pakistani PayPal account, and you cannot receive money into one.
That has been true for years and it is still true. What follows is what the situation actually is, why the recurring “PayPal is coming to Pakistan” headlines keep being wrong, and what people use instead.

Why it has not changed
The reasons that get discussed publicly are regulatory: anti-money-laundering requirements, foreign exchange controls, and the reporting obligations that come with operating a money service business in Pakistan. PayPal has never given a detailed public explanation of its own.
The practical reading is that Pakistan is a market where compliance cost is high relative to expected revenue, and PayPal has not judged that trade worthwhile. Nothing about that is unique to Pakistan — PayPal is absent from a number of markets for similar reasons.
The workaround people ask about, and why it is a bad idea
The common suggestion is to use a friend or relative’s overseas PayPal account, or to open one with a foreign address. Both are violations of PayPal’s user agreement.
What actually happens when it goes wrong: the account gets limited, funds are held, and recovering them requires documentation the account holder cannot provide because the details do not match. People lose real money this way, and there is no appeal that works when the underlying facts are against you.
It is not worth it, particularly since the legitimate alternatives are genuinely good.
What Pakistanis actually use
Payoneer
The most common answer for freelancers. It works in Pakistan, gives you receiving accounts in several currencies, and withdraws to a local bank account. Most large freelance platforms support it directly.
Wise
Widely used for receiving international transfers, with good rates. Support for Pakistani residents has varied over time, so check what is currently offered to your specific situation before relying on it.
Direct bank transfer (SWIFT)
Unglamorous and it works. Higher fees and slower than the alternatives, but every Pakistani bank handles it and there is no platform risk.
Platform payouts
Upwork, Fiverr and similar have their own withdrawal routes to Pakistani banks. If your income comes through a platform, this is usually the least friction.
If you are the one selling
Different question, different answer. If you need to accept card payments from customers, you need a payment gateway rather than PayPal — and Pakistan does have working options, both local and international.
